First call your local health department and then your waste/water management authority. The first will fine your landlord or manager, and the second should be able to tell you how to fix the problem.

Do they have an emergency drain cleaner on call? If not, call one yourself. I believe in emergencies you have the right to get something fixed and then have the landlord reimburse you.
You may want to contact your local health department about it, but if it's not a regularly occurring thing, and everything else is in good shape, it may not be worth it. They're not going to fix it for you. They would tell him to do it. And if he's out of town, they can't tell him either. Best bet is to get it fixed so you're not living in that situation.
