Most cities /towns have something called a "police blotter" or something along those lines
most places list
"A report of an unruraly female came in Friday at 2:09am witch resulted in the arrest of a 19 year old female"

but then if you go to court and get convicted some newspapers run that with your full name.

It is called the Freedom of Information Act. Local newspapers can go into police stations and look at all police records. They can then use information as they please, although there are some restrictions to what they print depending on the severity of offense and the age of the offender/victim. Most will not print names until official charges are brought on the offender, and will sometimes not print the victims name to protect them.

Depends on why you were arrested. If it is a minor offense, probably not. If you are a minor, definitely not. If no charges were laid, not likely. Other than those exceptions, yes, it will go in the local newspaper.
