how can i block phone numbers on my house phone?

My phone company has this thing called Call Screen. You can have a list of so many number, 10 i think it is, blocked. you just enter in a star code after you receive a call from them.

I find it pointless becuase the person you are blocking will just go to another phone, use a cell phone etc to block you. If theyre creditors they can spoof the caller ID to say different names and numbers.
