If there are no obvious sources (leaky pipes, the overflow on a water heater, etc.) then check the foundation of your basement. Even the smallest cracks in a cement floor can allow water to seep up from the ground below

I would have to say that either you have a water line leaking, or your basement isn't sealed effectively. I had trouble with mine a while back. Wait until it rains again, and check to see if you can spot any leaks in the walls, or toward the top. Also, if you can see the waterlines, check over them and see if there are any leaks around where the water is in the basement.

Possible causes are many and varied. Plumbing leaks are common. They require a plumbing service to repair.
Foundation leaks are usually associated with cracks in the concrete, poor drainage or faulty construction. I fyou have ruled out the leaky pipe and the cracked foundation then you need to look at the exterior drainage. Down spout diverters are OK but its better to have proper drainage tiles installed at the base of the foundation. If the house already has these they may be plugged or the drainage field (if you are on septic tank) may be saturated. Have the tank pumped out.
Look for mature trees that may be growing roots into the drainage pipes, blocking them. This can be rectified inexpensively, (compared to excavating the foundations), by hiring a roto-rooter company to clean them out. Every part of a good drainage system needs to be functioning well for it to work.
If you still can not figure it out yourself, call in professionals (at least three) and get opinions and estimates on the work. Good luck!

IT COULD BE A LEAKY PIPE BUT IF WATER IS FOUND ON THE OUTSIDE WALL IT IS PROBABLY A FOUNDATION LEAK, OR A LEAKING BASEMENT WELL COVER / CHECK TO SEE THAT DOWNSPOUT EXTENSIONS ARE ON TO MAKE SURE WATER IS SENT AWAY FROM FOUNDATION WALL / CHECK BASEMENT WELL COVER ARE ON

There are many possible causes, one being a leak of a pipe (if you have pipes in your basement).
