Oh, yeah. My sister does it a few hours a day, and I used to do it.
It's because the lips are dry. Have her drink a lots of orange juice, and othe fluid. Then, have her use lip treats or just a tiny bit of vaselline (not in the innner lips because you don't her eating vaselline). Gradually, the lips are moist, and there won't be any dry part to pick or peel.

OMG I can't believe someone else does this! I have done this my whole life...I'm now 30. There are pictures of me at 2 years old picking at my lips. For the life of me, I have not been able to stop, no matter what I do. It's crazy because I have in the past been able to quit smoking cigarettes and quit doing drugs, but I can't seem to quit this habit. I hate it, I want to stop, but nothing I have tried has worked. The best way to minimize it is by keeping the lips moisturized. My favorite is Burt's Bees lip balm. I use it regularly and drink a lot of water daily, but it hasn't solved the problem for me. Lipsticks, lip gloss....none of it works for very long.
I hope somebody responds with some good suggestions to break this habit.

First off, have you considered why she may be picking her lip? Many people pick their lips because there is dry skin there, if she were to eliminate the problem of dry skin on her lip, there would be no skin to pick. Otherwise, the lips, when correctly moisturized, are supple and smooth, with no aberrations. I suggest getting her some nice chapstick and having her drink water more often.

Tell her over and over. At some point she'll either stop or tell you she isn't going to stop and the suspense will be over for you. My daughter pulls a strand of hair for hours on end. I finally got her to stop by staring at her hand doing the pulling. When she asked what I was staring at, I'd feign ignorance. Eventually she realized how annoying habits can be.
Start just staring at her lip when she picks it. When she asks why you're staring, just say you can't help it.

It is a habit, I do it sometimes, not all the time only when my lips are dry, so try and buy her a lip gloss, and she wont pick the skin off her lip. Hope it works

Wear some yucky tasting lip gloss or chap stick. Unless you're picking it off with your fingers. Then just wear lipstick. You'll mess it up if you pick at it :)

try getting her some lipgloss or something
in fact why not just make your own its inexpensive and you can personalize it
she's probably picking the skin off because her lips are dry

Try talking her into putting on chapstick when you notice it, this will keep her lips soft and free of skin to pick. They will be more kissable too!!

Tell her you think it's freaking sick and you LOVE her which means when other people see her do it, they probably REALLY think it's sick and probably say stuff about her behind her back about it. That should make her good and self-conscience about it. Or my wife suggests that you buy her some heavily medicated Carmex or this stuff from Mary Kay called Satin Lips which removes dead skin cells.
