When he said he had to think about it, that was really a way of saying no. Don't wait on that guy, he's not interested. But good for you for having the guts to ask, and don't let this one rejection stop you from asking again.

No. He's taking zero action. Avoidance requires some action on his part but he's taking zero action. Therefore he's not avoiding you.
He's figured out that it would be better for him to date someone else. Recognize that and move on.

I think he doesn't want to go out with you, and by saying he'd think about it, he was trying to spare your feelings. Move on -- the right guy will turn up.
