I understand when you go to the doctors they have a chart which tells you the weight that is healthy at you hegiht and age. What is the weight for a 13 year old who is 5'3. I'mm like 97 pounds is that somewhere around there?

You could be your exact right weight right now - meaning the weight you FEEL the best at. Are you big-boned? If so, you could weigh more and not be overweight. Don't worry about it too much though. If you're only 13 you are still growing, so a diet would be a very bad idea. Just don't snack too much on candy bars and soda - they are full of useless calories. Take up a sport (volleyball?) and you'll be able to eat more. If you are hungry between meals, have fruit juice and granola bars.

That weight is really good. You're probably toned and skinny. Probably the normal weight is between 110-115 or lower.

Yes. It all depends on your genetics too and how your parents grew. I am 19, 5'3 and 98lbs. The doctors have never told me I am underweight because I am healthy and I eat. I think at your age that might be normal?
