Types of twins
Basically there are two different types of twins; identical (monozygotic - MZ) or fraternal (dizygotic - DZ)
Monozygotic twins develop when a single egg is fertilised by a single sperm and at some stage in the first two weeks the developing embryo splits in two, with the result that two, GENETICALLY IDENTICAL babies develop.
Dizygotic twins occur when two separate eggs are fertilised by two different sperm. These two fertilised eggs then develop independently. Dizygotic twins share the same type of genetic relationship as non-twin siblings, hence the term fraternal.

Identical twins share the same DNA, much as clones do. As a matter of fact, Identical twins are more alike than clones because of 1. Age and 2. They come from the same egg and therefore share the same genetic information. Therefore, they develop the same color eyes. Non identical twins, however, do come from the same fertilized egg and therefore may or may not have the same color eyes, it all depends on the information carried by the sperm and the egg.

As long as they are identical they will always have the same eye color. If, they are fraternal, they may or may not. Fraternal twins are just like any other siblings that were not born at the same time. Usually, they have completely different genes.

Identical twins do, because they have the same genes. Non-identical twins don't necessarily have the same eye colour, because they are genetically like normal siblings

I don't see the link between your question and the place you posted it but nevermind. twins don't necessary have the same color of eyes. Sometimes they don't even have the same skin color. In England a couple ( he is black and she is white ) had twins boys and one of them is black and the other one white. Everything is possible.
