It totally depends on the airline you are flying and where you are going to/from. Many airports do not allow any animals other than service animals in the airport any more so you need to start with making sure you can bring your dog to the airport. If you are flying internationally, you need to make sure the country you are going to will allow the dog into the country--- most have a confinement period of 7-31 days to make sure the animal is not bringing in any diseases.

After that, it is up to the individual airline. Some airlines like USAir allow dogs to go in the cabin. The dog must stay in a FAA-approved carrier, counts as a checked bag AND requires an additional fee of $80 each way. Other airlines like Southwest do not transport pets at all unless they are service animals (seeing-eye dogs, etc). Currently it is still up to the airlines but there are fewer and fewer airlines in the US that accept pets and there's been talk that the FAA may ban them all together. So until you check with the actual airline you will be flying with, no one can tell you what the rules or fees are.

I assume it varries from airline to airline. Go to the website of the airline you will be traveling on.
