That it is the discriminative power within yourself? That you don't have to worship an outside entity to understand right from wrong?

If you are asking if a person may be guided by their conscience alone, without ever worshiping God or believing in Him, my answer is that a person in such a state cannot depend upon their conscience to guide them the right way. For a person who does not know God, or anything about Him, usually does not even realize that they have such a thing as a conscience. For most of them know for the most part what is right, and what is wrong. But the bad thing is, that most of them also do not care whether they do right or do wrong. Nothing they do wrong ever bothers them, or never effects their conscience, because they do not have the Spirit of God living in them, to convict them when they do something wrong. But when a person does believe in God, and has asked Jesus Christ to come into their heart by faith, the Spirit of God will always convict their heart, or speak to them through their conscience, when they do something wrong. And they will not ever have peace of mind until they ask for God's forgiveness for the wrong which they have done. Most certainly a person can be guided by their conscience, but this usually is not the case if a person has not been born again. There are many people who can cuss, steal, kill, or commit any other evil act, and never be affected by their conscience. I hope this helps answer your question.

Only by a fully formed conscience. As a Catholic, I need to fully understand the teachings of the Church. Then, I can trust that the Spirit that moves me is truly the Holy Spirit.

I think that our conscience comes from common sense. I also believe that it comes from our soul. My soul has lived other lives and has seen the other side. Both of which would be wonderful teachers of right and wrong.

Christ said the kingdom is in you. Your spirit. And your conscience is
your spirit talking to you. If you are right within yourself, you won't feel the need to defend yourself to every fool. But we all have room to grow!

That's what free will is all about. Worshiping God has nothing to do with the "understanding" of right and wrong. We have always had the understanding of what right and wrong is, and along with that we CHOOSE to worship God.

I think you should be guided by your conscience. But such a choice is not mutually exclusive with being a believer in God. What we believe, read, and cultivate in our lives informs our conscience.
