That depends on the municipality you are in.
For those that don't know, "dumpster diving" is any time you take anyone's trash from the curb, in or near a dumpster or trash can. Here in the south it's a fairly common practice. Most college students and kids just starting life get their furniture from "curbside pickup". People throw away some nice furniture, just because they bought newer or don't have room or use for it anymore.
Some people go regularly and gather anything that isn't broken or can be fixed and then sell it later at flea markets or garage sales.
I admit my husband and I did it once. We found a 52" big screen TV by the curb. Snatched it. Had the thing fixed for $50. Ended up with a $50 big screen TV.

No, but they could charge you with tresspass. Since dumpsters are not brought to the curb, they remain on private property until they are emptied.

Depends on where you live. In my city there is a local municipal code that makes it illegal and rightfully so. Don't think these divers are just looking for cans. I would say a good percentage of these are your identity theft suspects.

i'm unable to have confidence the failings that folk throw away. issues that have not something incorrect with them. I do recycle each thing. Cardboard, plastic, tin cans, etc. i got here across an entire bag of apples with not something incorrect with them. i got here across lettuce that i gave to my guinea pig. i got here across an quite cool leather-based bracelet that curiously lost something that modify into on the ideal. One man's trash is another man's treasure. It is not illegal to garbage pick unless you are fishing for personal information, or tresspassing on personal property where it is prohibited. But if all you want is that thrown-away lamp, then go for it.
