to tell you the truth weights would not do the trick because you got to loose the fat by burning it. for instance abbs, most people think that you will loose the fat by doing crunches sit ups hip flexing and so on. that is not the case because the muscle in no way shape or form will grab fat from that area and burn it. think about it like a gas tank in a car, some people have their gas in their rear or stomach or neck or all over. the way to get rid of it is to limit the fat intake by eating right and doing cardiovascular work out for burning the excess fat. the neck and face is tricky cause usually most people loose the fat in the stomach area then arms and legs and finally neck and face. that's why you see people that lost a lot of weight with a tubby face, just look at jarred and Oprah.

If she's skinny and has this unusual bit of fat under her chin, it's a result of bad posture. Hunching over allows your jaw muscles to go slack, which creates a buildup of fat. Tell your friend to stand up straight, and jut her chin out a little more than she normally would. have her spend a few hours a day with jer chin pointed straight up to really build up those muscles and get rid of the neck jelly.
