Hi Lamman,

It is basically saying that the
manager talks too much,
does not ask questions,
does not let others talk,
therefore he does not
look nor sound like a manager
which means he does not make
a good impression on those who
work with or meet him

Hope this help
P.S. There is a very good saying in English
which might be applied here: 'Silence is Golden'

also, if you have nothing nice or important to say,
say nothing at all.....

I think it's a run-on sentence. Talking so much, the manager can't ask questions, seldom makes a good impression. It's not a good sentence because the manager is not talking too much, but whoever is talking is.

The simplest gist in that sentence is: Talking so much seldom makes a good impression.

It means that if you talk so much that the boss is unable to ask questions, he is not likely to be impressed by you.

Speak with deference and respect and make sure that the other person has an opportunity to say what he wishes to. Then he will approve of you more than if you talk all the time!

your question is difficult to understand. please ask it in a different way.
did you mean that:
you gossip a lot. your manager is not able to ask you work related questions as you waste a lot of time talking useless things. so he does not have a good impression about you!
