I have a problem that I can not handle any longer. I have a female pomeranian who is getting ready to go into heat and a male one that won't stop whining. He wants to (pardon my lack of a better word) hump everything and anything. No one can sleep because he is just so darn excited! He is driving us nuts! What can we do???

P.S. He will ne getting neutered on Tuesday.

Neutering and spaying is, unfortunately, going to be the only way to correct the problem. When you have a female in heat, every male dog in the building is going to know it and they won't stop going nuts until they've gotten what they wanted. You'll just have to wait it out.

I have a friend that used to give her female dog Clorets, apparently it is supposed to keep the male dogs from smelling her in heat. She had a pure bred Sheppard and didn't want the neighbourhood dogs to get at her. I can't say if it really works but my friend swears by it.

Both dogs need to be neutered/spayed as soon as possible. You should probably wait until after your female dogs heat cycle as the surgery is much easier and safer when the animal is NOT in heat.

However, it is VERY important that you do not allow the male dog (even if he's neutered) to get near the female after she's been spayed. It could really hurt her (like kill her) if he mounted her shortly after surgery.

Get both animals fixed, that's the easiest/healthiest solution available.

P.S. Why aren't the animals fixed already?

You have to separate the two. Even if she is getting ready to go into heat, she can still get pregnant. I used to lock the boy dog in the tool shed on nights like this. Some water and food, and a soft place to lay. Don't feel bad about separating them, it is necessary.

A dog should be trained on how to eat, walk with you, not to bark, potty training and sleep on its place etc. You can teach anything to your puppy, dogs get trained easily with some good instructions. If you want some good training tips visit https://tr.im/am6Cw

If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.

It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

Nothing except deal with it and keep them separated. It would not be fair to your neighbors to keep him outside or in the garage because of all the noise he will make.
Even after he is neutered it will not stop because as you said he will still want to hump. Once he is neutered it will take at least 30 days before he can no longer sire a litter so you will still have to keep your dogs separated until after your female has gone out of heat.
Do yourself a favor and spay the female so you do not have to go through this again. If she is not in heat yet maybe you do not have to wait to have her spayed. This will put a definite end to your problem.

Theres really nothing you can do right now. Im having the same proble right now this moment!!! What sortof gets him to be quiet is taking the girl dog outside and put him inside where he cant see her. He eventually falls asleep. Be carefull with the female because if another male dog comes by then she might atract him and then.... well you know.

If possible, find a friend who is able to petsit the female until she is no longer in heat (keep in mind, that for a short period of time, after the neutering, he'll still feel the urge, and can still impregnate.)
