he says if we do go out its going to be boring because we wont be able to have as much fun.
he doesnt want go out with me he thinks its better off being friends with the girl
but i want to be more than friends

he may like you, but may be afraid that if you do get with him, you could lose that "flirty" and interesting relationship you two may share.
relationships can be hard, and can lead to many problems, maybe hes not ready for a relationship.
all you can really do is show him that nothing will change, that you two will not lose the fun you share and that if the relationship doesnt work, well, you can always be friends.

If he is the cutest guy in school & says he wants to just be friends then that's all he wants. Sorry to say but if he is the best looking then he would be able to get anyone & if he wanted you then he would have you.
But on the other hand, he obviously likes your friendship for him to say that going out with you would be boring... Sometimes having a relationship with a friend can in time wreck the friendship totally.

Hey I'm NYC born and raised. Anyway, I'm sorry to tell you, but he's not into you. Guys don't care about ruining friendships or having fun dates. But he does sound like a really nice guy. You should be proud of yourself for having such great taste.
