Evidently your electrical system has been grounded via your water piping. This is a common practice (one I don't agree with). What is happening is some electrical item ib your home is grounding, or shorting, and this "ground" is sent to your plumbing. So when your touch the shower head and you are wet, you in essence become part of the ground path. Stop using the water in your home and call a QUALIFIED electrician IMMEDIATELY. This is a serious matter.

Because somewhere in your home, apartment, condo or whatever some bright homemade electrician used one of the pipes in the walls as a ground for some socket, light or appliance. Now this socket, light or appliance is leaking power across the ground circuit of the house, when you are wet and touch the shower head you complete the ground and get a shock.
Before you get yourself electrocuted you need to call a professional electrician to trace the 'ground fault' he will bring a tool that can detect electrical current through the wall and will walk the house tracing the circuits, when he finds one with current going in directions of the water pipes he will have the culprit and can fix it.

In some countries, electric heating elements are installed directly in the shower head. These are affectionately known as "widow makers", and eliminate the need to have a water heater. If that i the case in your installation, it could be grounding through the shower head. I would recommend you call an electrician.

Your house has a serious grounding problem that an electrician should look at immediately. It is very common to ground electrical circuits to copper cold water pipes because they provide a suitable ground when they enter the earth.
However, if there is a break in the pipe, or if different metals are used, or if someone grounded something to a hot water pipe, you could get shocked.
If you rent your landlord has to fix this and will pay for it, if you own, for your safety I would get someone out to take a look asap.

Could be a couple answers...
1. Static Electricity - As the water comes out it could create a charge, maybe if your water is hard and there are minerals in it.

That happened to me at my previous house, when I said that, my flatmates laughed at me, the next time they went for the shower, they got shocked as well (I'm happy they had to learn the hard way). I got to know that the bath tub must always be earthed.

well duhhhhhhhhhhhhhh, there is somthing Electric close by. make damn sure you have Nothing what so ever close electric around water, it will KILL you! if you see nothing quit being cheap and hire a electric guy to fix your wires
