I asked a friend that has three. She said they nibble through out the day. Hers are in good health and body size for the breed. She keeps the bowl filled.

I'm going to assume you mean bichon frise.

First: Always, Always have a bowl of fresh water available no matter what breed or age your pet is.

Now then, until your pup is a year old, feed it Premium PUPPY Chow. Chicken based food is best for a pup so that it doesn't develop allergies later in life. After that, premium Adult Dog food. Why Premium? Better ingredients and less poo. (for Real!) In the long run, it will save you money. Better ingredients = less quantity needed to keep pet healthy. Less in = less out.

A pup that is just weaned needs to eat 4 times a day (1/4 cup each serving). Dogs Do Not Need wet (semi-moist, canned) food. If your pup can't handle kibbles yet, moisten them. Gradually reduce the amount of wetness until it is eating the kibbles dry.
When it is 3 - 4 months old it should only need to feed 3 times a day (1/3 cup each serving)
At 6 months, you can switch to twice a day (1/2 cup each serving)
At a year old, you can start feeding it premium ADULT Dog food (1/2 cup twice a day) Don't forget to introduce the new food into it's diet gradually to prevent digestive problems (gas, bloating, diarrhea)

try and get a good quality dry food that has a good meat content and no added artificial colourings and flavourings etc. Stay away from coloured food. Make sure its puppy and suitable for small breeds as some biscuits are to big for small dogs mouths so people think they are just fussy. James wellbeloved, Wainrights, Eukanuba, Royal Canin all these are good foods royal canin do breed specific foods or just standard mini, medium, maxi and giant breeds. You will find reviews on line of the foods or if you go on their websites you can see suppliers of their food usually. Most good pet stores will give you advice for your specific breed and age of dog. Another thing is that bichon quite often have sensitivity to certain food so james wellbeloved and wainwrights are brilliant for this as they are made for sensitive stomach and/or skin!

Just follow the guide on the bag, but based on weight probably 1/2 cup in morning then 1/2 cup in evening. try to avoid table scraps at all cost but if you must, add a little cottage or cooked white rice, or even green beans(cooked).

2.6 cups a day. when he get older make it about 3.9 cups a day. spread it out during the day
