There are a lot of cameras that have different types of image stabilization, however ,that only helps with hand shake at slow shutter speeds. To capture someone moving- you need plenty of light (daylight), a bright lens, or High ISO.

If you're talking compact cameras, or even the ultrazooms, there is only one company that has tackled the high ISO issue. Fuji.

for a compact camera, the fuji F30 has a very clean ISO400, very nice ISO800 and decent ISO1600. It's 2.5" LCD is fairly large (although there are a few cameras with 3" LCDs), but is very high resolution (230,000 pixels). It also has, by far, the best battery life in the class- 580 shots.

If you need more zoom range- look at the Fuji S6500fd or the S9500/9100.

Memory- none come with very much internally, just buy a big card. 1Gb or 2 Gb cards aren't very expensive any more. The fuji's use xD cards (rather than SD)

Or- of course, a DSLR.

Go to www.dpreview.com and research different cameras.

If someone is moving fast it won't blur???? Well, that depends on how fast they are moving, how much light is available, what settings you have selected on your camera, and how still you can hold the camera while taking the picture. Sounds like you could use a beginner's book on photography, too. Check Barnes & Noble or Amazon.com.
Good luck.

I think midnight2 can use some 101 on photography. No such thing as non blur technology. Go with Ara57 advice. Fugi makes fine cameras, but if you move, or your subject moves too fast, orr
you both move while taking the shot...BLUR is inevitible.
