Merely has to do with tradition, it has nothing to do with size. Take a look at something like Camp Pendelton in California, its huge.
The Army, being the first main service, called thier bases Forts, and it stuck.
The Marine Corps normally doesn't stay in one place. They began as security aboard naval vessels, but as they progressed into their own service, they took on more tasks. These tasks normally led them to land, where they would make camps. They would not stay for long, and so the term camp continues as tradition.

Camps and Forts are determined by the size of the post. Most Marines bases are smaller and as such called camps but it is not reserved for just the Marines Camp Casey in Korea is an Army base.

I would guess that the "fort" term harkens back to the days of frontier forts and early-American fortifications. The Marines, as opposed to the Army, are supposed to be more of a tough-it-out, mobile group - thus, the concept of a temporary "camp" (even when it's not temporary) might be the idea there. Just my guess, of course. Hopefully somebody else knows more.

MARINES: the marines typically go out and attack. They never stay anywhere long enough to build a fort. they are on the move in boats and planes and on foot to seek and destroy the enemy.
