I looked t photoshop but it was expensive and high tech

Well this depends on your need to the photo software , if you are a professional designer then you need to go to the high tech software " photoshop for example ", drawbacks include:
1.high price
2.large memory needed "512 is OK " but you need to install the software on a partition of the hard disk other than the windows partition, also might slow your computer." you might need to stop other programs".
3.not easy to learn, might need Weeks to learn the basics.

on the other hand if you need the software for personal use, to edit you own & family pictures , then you can try a less sophisticated software " they are still powerfull and do great jobs" one example is Picasa which is totally Free full version photo software from google : http://downint.googlepages.com/photosoftware

i recently started using photoshop myself after years of using paint shop pro - using it isn't as complicated as it looks once you've ran through a couple of tutorials and had a poke about in the menus - it's much like any other graphics program but with more features.

for a free alternative to photoshop and paint shop pro, use the gimp:

doing things such as removing spots, flaws, moles and so on is a two-click job using the clone tool. adding things like a soft white glow to skin for that angelic look is very easy too. it's just a case of knowing which effect to apply - and there are hundreds of guides out there for showing you how to do stuff.

Go to download.com and search for photo editing software. Many have trial versions so you can try it before you buy it. Find one that you like then purchase it.

The trial software would either have a time limit for trying it, or it's going to have functions disabled.

Try them out until you find one you like. Remember to uninstall the ones you don't want.

Its free "The GIMP" just like other software but its better because its free, you may think just because its free its crap but its not, you can make GIFs that move, make your own brush....
