In French Canada, one would say "cent vingt neuf et quatre vingts", or "129 and 80". If you're only talking about cents, you'd say "quatre vingts sous".

As for the correct way to write sums of money:
- the dollar sign moves to the right of the amount, preceded by one character space;
- the decimal period is replaced by a comma;
- in five-figure amounts and over, the (English) comma is replaced with a character space in French. (In four-figure amounts, this spacing is optional.)
Examples:
129,80 $
5 392,13 $ -- or -- 5392,13 $
23 437,68 $

Cent vingt neuf dollars (don't pronounce the "S") quatre-vingt.
Or if you want to say euros, say the above and replace dollars with "euros" (again don't pronounce the "S")
And if you want to say pounds, use the word "livres", pronounced "leev".
Pronunciation of the sentence would be "San van nerf dollah, catr-van", in the eponymous French accent for extra effect :)
