If it is within paragraphs:
Format > Paragraph > Spacing After > Double

If it is between paragraphs:
Same dialogue, but use the px of "Before" in the spacing section

select the text which you want to have double spaced. then go to font, paragraph, and there is a dropdown box that says single, 1.5, double, etc... choose double and then click ok.
