I was never in a relationship until I was 26. It was because I was self-conscious and didn't put any effort into finding anyone. It's not good or bad. I'm in a happy relationship now and it's not an issue. Something to find out though is whether she's a raging whore or is fickle and can't stay with the same guy for more than a few days/nights/weeks/months or she's just shy and hasn't gotten around to finding the right person yet.

It depends on how old she is. Also, give her a chance--maybe her family moved or there was some situation that prevented her from ever getting to know someone long enough to get involved.
