On the surface you'd have to say 'of course he is' but the truth is, you have to trust your own judgement, based on his character (as you know it) to determine if he's sincere enough to really mean it. Seventeen years ago my boyfriend said to me 'I think i'm falling in love with you'. I literally felt a chill go through my body. We've been married 16 wonderful years now and remain happy and content in our relationship. I think the answer to your question lies within your own heart.

I've heard that one before. But he was the biggest jerk I think I have ever come in contact with. I think he did love me, but he had a hard time showing it and he only ever said it twice in 3 years. I can't live like that. Not to mention the lies he told me and how he cheated on me.
Not all men are like him and I know it. This guy may be for real. Just be careful in matters of the heart. Don't put yourself in a position of getting hurt if you don't KNOW that he loves you.

well now, I don't know about falling in love because some butterflies are caused by pure lust. It takes time to tell the difference.
