It depends on where you live, and what regulations apply where you live.
In, say, the American state of Maryland, your regulated utility company just delivers the electricity to you, but a separate unregulated generating company makes and sells the power to them. You pay your bills to your utility. In that state, you can specify what generator you want them to buy from for your electricity. Usually, the generator's bills are included in your utility bill.
You must research the situation in your area.
