It varies state to state, I used to be an offcier in NY where you have to be 21 to take employment and to go to the acadamy you have to be sponsered by an agency after you have been hired (for wich you need to take a civil service exam) you do not have to option of paying your way through the acadmy. Here in Florida though it is completely opposite, if you are 18 you can pay your way through the acadamy, not unlike going to college. Then you simply apply for police positions like you would any other job. I can tell you from experience though, if you are 18 and want to be a cop, wait, get a degree and then go to the acadamy. Contrary to what you think you are not ready, in regards to maturity and social skills to do the job of police officer at the age of 18 (that, and even though youll be carrying a handgun, your not even old enough to buy your own handgun ammo). At that age you have a very good chance of washing out of the acadamy or the job, and you are way more likely to get a job with a department you want if you have a degree and a little life experience. Hope this helps, good luck

Check with state laws and police recruitment rules, In the state of Washington they want you to be 21 to be able to do the full duties of the police service.

yes, but in some states you are not legally able to carry a gun until you are 21. So it just might be better if you dispatch until you are 21.
