It takes a while but every time your dog barks say speak and as he does it because he gets excited say yes or whatever word you want to use to mark the behavior and try to reward with a treat. Repeat as often as possible. As I said it takes a while.

Hungry dog, lots of yummy treats! Hold it up and use a word, speak. Growl, howl bark at the dog and soon as it makes any noise reward! Repeat and continue until your dog figures out that a response will get a treat!

take it to a vet and get a
little voice box implanted
in its throat,

then take yourself along for a brain transplant !

i taught my Eva to bark on command by saying "BARK" and then making a woof sound. i did it for ages, then one day she did it back and i commended her heaps...now she does it all the time...we changed the command to "SAY PLEASE"

i have tried this, but not successfully yet. get him/her excited (if they bark when excited) say speak, good boy/girl. and keep practicing. (mine doesn't bark when excited, so it hasn't worked yet). good luck!
