I'd have to say that the first and most important part is to have a team that clicks to include the driver, crew R&D etc, Second the timing of the pit stops, whether to take 2, or 4 tires and the ability to know what adjustments to make as the track changes, and lastly a lot of luck.

The number one cause of loosing races is not being in first when the checkerd flag waves. Another good way to loose it is to crash, or have terrible pit stops.
