I'd have to say that the first and most important part is to have a team that clicks to include the driver, crew R&D etc, Second the timing of the pit stops, whether to take 2, or 4 tires and the ability to know what adjustments to make as the track changes, and lastly a lot of luck.

2) The car has to be set up just right.
3) Patience. All races have more than one lap. Leading the first one does not a winner make. Leading the last does.
