toothpaste always works on CDs just use a glaub of it and rub it from center to the outside all the way around for a few minutes, and then let hot water trickle down over it allowing the toothpaste to fade. DON'T RUB IT OFF! when all the toothpaste is gone, some of the scratches will be gone, if you want to remove more, repeat

you can't but you can smooth them out. buy a solution, it is sold at many stores.
