Take him to the vet. From the sounds of it it is possible that he has diabetes. Drinking lots of fluids is a really good sign of this. Keep a sample of his urine from first thing in the morning bring it in to the vet they can do the test right away.

If your dog has increased drinking and urination he should be seen by a vet to be diagnosed and treated. Good Luck.

Here's a Q&A page with a list of disorders that can cause increased drinking & urination. Sounds like he needs a vet, no matter what.

At 13, he's probably starting to develop various old-age problems, including kidney failure. He should go to a vet - he might not need medication, but the doctor might give a change in diet to follow.

It is possible that your dog might be diabetic. A trip to the vet would not hurt anything, just to be on the safe side.

insulin depedent diabetes. It is called polyurias and polydipisa. It is not kidney failure, but if the diabetes goes untreated, it could lead to that in the future.
