What if the person hasn't returned to Pakistan after 6 months as he should have? I have written to the home office about this, they haven't done anything, whom should I contact?

No he is not. And if he has overstayed his visa he should be reported to the nearest immigration centre with a view to immediate deportation.

Obviously, if he's an overstayer he is not allowed even to be here, let alone to work; but then, maybe he has got a different visa now? You can report the guy to Immigration, but don't expect anything to happen - they are always in crisis mode, responding to the latest tabloid hate campaign; it used to be bashing asylum-seekers - still is, largely - then it was "health tourists" - then foreign prisoners - next will be Romanians and Bulgarians. Overstayers working illegally are largely American and Australian, so it's low on the list of priorities at the moment.

he has already overstayed, as if you have a 2 yr visa you are only allowed to stay up to 6 months at a time. if they are working this is also illegal.
the home office is the only place you should contact, wait and see, they have enough work to do, they may get round to it.

Visas are very complex and after his first 6 months he may have applied for the "next stage" of visa, allowing him to stay and work.
If you are concerned then you should contact the home office, if they can't deal with it they should tell you who will. But don't expect them to answer you quickly!!!
