If the Palestinians can protect their militants by gathering civilians around them...?

Then why doesn't Israel just do the same? They should just put civilians around all the the places in Israel that the Palestinians target. (Like cafe's, public busses, villages near the borders, etc)

That's an interesting point. Some Palestinians don't care whether they target civilians. The Israeli authorities, of course, are careful not to be SEEN as targeting civilians.
