layering the hair will help with that.....and use a volume producing shampoo and conditioner...

Do not wash your hair for at least 24 hours before trying to curl it. If you must wash it, use only a very small amount of shampoo, and do not condition your hair.
Use a curling iron. When buying one, consider the size of the barrel (the part where you curl your hair). The wider the barrel, the bigger the waves/curls will be.
Heat up your curling iron in an outlet for about 5 minutes or as long as necessary.
Apply a styling cream made especially for curled hair styles such as Luster's S-Curl Comb Thru Texturizer Extra Strength and comb through with a wide-toothed comb.
Determine the size you'd like the curls to be, and separate one lock of hair.
Spray the lock with an extra strength-hold hairspray.
Using a foam curler or hot roller, roll the lock of hair into the curler TIGHTLY from the bottom up. Fasten securely at the scalp, using bobby pins if necessary.
Keep curler/rollers in hair for as long as necessary (until they cool, or the curl is holding).
After you're done curling and the curls have cooled a bit, go through the curls with a pick.
You can also try giving your curls a spritz of hairspray while they're cooling down.
Don't curl just anywhere. Start at the tip or you will get a kink in your hair.
You can also braid your hair at night (big sections will result in loose curls) and take it down in the morning.

Many wet lines have a curling balm of some sort. Sexy Hair Concepts makes a great one called Curls 24/7. What you will need to do is buy a diffuser for your blow dryer. When you're drying your hair with the diffuser attachment you want to grasp your hair in your hand and "scrunch" it. I do this step until it is about 90% dry. Then, get a hand full of butterfly clips (They're the plastic claw clips you can buy at any beauty supply, just ask the sales clerk) Then place the palm of your hand on the top of our head, "walk" your fingers until you have gathered up a section of hair and clip it. Pretend you're digging your hand into a bowl of popcorn! Continue this palm flat against the head, "finger walking" process until all the hair on your head is in a butterfly clip. You should have approximately 5-8 clips total, depending on the length and thickness of your hair. Let it air dry or continue to hit it with the diffuser. When you take the butterfly clips out,,,,,,Voila'! you will have gorgeous wavy hair. Simply shake your head, apply some hairspray and a shine spray and you're off!

U can use gel, and mousse together to achieve the scruntch look,if all else fails use a diffuser. and a product called wet by Paul Sebastian....

I don't have that problem b/c I have curly hair but I do my friends hair and they have sleek straight hair and if its waves at all its not cute looking.
So what I do is i put gel in their hair (if they just washed it and if not, mix the gel w/ water so the hair is moist) and comb it out then I just split their hair down the middle and put in two french braids. Its realllllly easy and takes less than 10 minutes to do. You should do it at night time and when you wake up and take out the braids it will be wavy. Don't comb it just use your fingers to seperate the waves.
I'm not sure about the blow dryer technique that others have mentioned but I'm not exactly sure how a blow dryer can create waves if the hair has no wave pattern at all.

You know you shold try using Tresseme mousse. This is better than gel. You should put some on and make a bun then you should make a hair bun and leave it for a while. When you take it off it just might work.

I would use a hot iron and spriral your hair in. That would look good. Or you can use foam curlers and set it in that way, it just takes a little longer
