Medical research is usually under the direction of a licensed MD with a pharmacy department closely involved. There are well regulated standard channels established by the FDA to procure both illegal and scheduled substances like LSD, cocaine, fentanyl etc... for research, and yes both the facility and the individuals involved need to be licensed.
