yes that is why there are litters without the dust . And because the dusty litter is cheaper and gets on the bottom of the cats paws and then onto the floor .

It did for our pet rabbit "Smudge", he had breathing problems associated with using litter and it led to an early death...

i would think so they have allergies as well as we do i would call your local vet and see what u can do about it besides switching brands
