Go up to him with a group a friends and start a conversation about where he's from and what it's like living there and be interested in what he has to say. The more you talk the more he can find in common and can relate better

The most obvious answer is to befriend him. Make the new kid more comfortable by talking to him. If you see him studying, go to where he is and study with him.

Talk to him about his own country. That way he knows what he talking about and he feels like somebody thinks he is interesting. Maybe you could offer to take him around to some of your favorite places in the city.

Sweetie, it sounds like he's from eastern Europe. Don't let his appearance intimidate you. Eastern European people doesn't smile as much as american do.
From my experience (I was in eastern Europe for three weeks last summer) they seems to be much more well cultured and very well educated. So try to carry on a intelligent consveration and avoid topic such as "who's sleep with who", "who's dating who", etc...
