If its uPVC, then a uPVC company can replace the bottom panel for you. Its not cheap, but can be done easily.
If the door is a normal Panelled wooden back door, with glass in the top. This can be done DIY. Its only made of normal plywood usually 4 - 6mm thick. The beading to hold it in is on the outside and is held in place with 1inch panel pins. use a little pva glue on both sides of the new piece and put the beading back. give it a paint after 24 hrs and it should be good for the life of the door. Everything is available from B&Q for not much money.(if you have the exact size, they will even cut the ply for you.)

If you don't want to get a cat. Get a small dog. Seriously I know of at least two that use cat flaps. Consider though how high off the ground it is.

Get a new- 1. door,or 2. cat / or cover it up with- 1. plastic wrap, 2. a piece of a tarp, 3. duck tape, or most popular 3. wood

3 options.
1.
buy a cat and make use of the flap.
2.
get your mail to be delivered into the flap.
3.
don't do anything about it - consider it decoration

If you really can't bear to buy a cat (because of an allergy??) you could just put a bolt on it for security and to keep it closed.

You could get some wood glue and a piece of wood and seal it up that way. It wouldn't be aesthetically pleasing, but it would be sealed. In a pinch, you could use some duct tape...wonderful stuff. The only other option is to buy a new door.

If you buy a cat you'll find your door has new found functionality. You can buy cats at 'cat markets' but be sure not to get one that is too scraggly or it might die of mange or scurvy before you get it home.

If it's a uPVC door, you can buy a new lower panel. It's not expensive to buy or have fitted

just remove it and board over the hole. Or leave it there and keep it closed.
