Especially if YOU dumped her?
After 8 months, I saw my ex- boyfriend at the univrersity campus that we both go to. He was REALLY happy to see me. After 5 or 10 minutes, he said he had to go , then he said "give me a shoutout and we can do something" , and I just looked at him, and he said "yeah we can see a movie together or anything you want", I just said bye and walked away. I wasn't that happy to see him cuz he was the one who dumped me. Was he just being nice when he said that or did he mean it? Guys when you see an ex do you say these sort of things or do you only say it to SOME exes?

Depends on the reason of the break-up as well how things started. In some cases I would want to remain friends with an Ex...especially if our previous relationship started out as a friendship. That's not something I would want to loose.
However that's a rare case scenario..at least for me. More often than not, I don't want to see the person again..and, will be friendly if I bump into them, but I certainly wouldn't want to go see a movie with them O.O
It could also be that maybe he regrets his decision to leave you? Perhaps he wants to try and rekindle the flame you two once shared? Is he with someone right now? If he is, then this idea is most likely not valid.
So, like I said..depends on the circumstances...I will say this however; I don't like it when someone im dating is still hanging out with an Ex. I am a jealous individual, and also I guess Insecure to a degree and worried that..what the two once had will be rekindled..and what the two originally saw in each other, will be re-discovered...if that makes any sense. O.O

Because you still respect her as a person, and don't want to go on living with the fact she may be upset that you dumped her. Maybe because you still like her, just were feeling different at the moment he broke up with you. Why wouldn't you want to hang with your ex?
Me and my ex are the best of friends. We went out for three months.

if you dated he must have thought you were a decent person in the first place...if you met a nice person, wouldn't you prefer to have them as a friend than just someone you know? come on now. if you dated him, you must have seen something good in him, too. maybe he's ACTUALLY a nice person. don't be pessimistic or jump to conclusions. i dumped my ex and i still try hard to be friends with him because he's worth being friends with...NOT because i want him back!

There could be two reasons. Either he's a sincere person that cares about your friendship and doesn't want any hard feelings to be attached OR he could possibly be interestd in you and feel as though he let go of something good.

It would depend on if I used to take her to bed or not.
Maybe he just wants you for the night.
