I received a ticket and I sent in my payment and am still waiting on my license to be returned. However, I was wondering that if I can still drive with the citation in hand out of my current state?

No, I gave my license when I was pulled over instead of paying a cash bond. I've been told that my citation copy acts as my license until my license is returned after my payment is processed. Isn't my citation supposed to act as my license?

No, my license wasn't suspended. It was posted as bond for a mere speeding violation.

Why did you send your license with the payment? Did they take it when you were cited in the first place? If your license was suspended, you can't legally drive anywhere. If it wasn't, you should still have it. If you get pulled over anywhere without your license, you will receive another citation. You should probably contact the BMV to find out where your license is and how to get it back.

Edit: What state are you in. There is no 'bond' for a speeding ticket in any state I've ever driven. You can't pay a cash bond at the scene either. It looks to much like a bribe.

Bottom line, every state requires you to have your drivers license on you when you are operating a motor vehicle. If you are pulled over while driving, don't have a drivers license to show, and lets say the computers are down so the officer cant check, you run the risk of not only getting ticketed for not having possession of the DL but you could also be arrested and taken to jail.

if you drive out of state, make sure you don't get pulled over for something. You might want to find out the driving rules in the other state. For instance, some states let you turn right on red, some states don't.

they took your license for a ticket?!?! Well, check the other state's driving rules, and make sure you don't get pulled over doing it.
