I'm not sure about the "talented tenth" part. I think what he intended to say was that education must be for the soul...to develop the inner-person, and not simply impart superficial knowledge or skill.

But...

I don't think that education is limited to a portion of the people...it is meant for all.

It is not enough to educate people with the skills of a trade, but to do so, and also to make them better people, a man can build a house blindfolded, but if he's an idiot and ******, than it is his status as an Idiot and ****** that overrides his skills as a builder.

The second half is a call to minorities to help their own rise up, and not rely on the gifts, and charity of the white man.

to make men responsible and mature.that good concepts are needed and values for a country.that a good leader produce a good follower a leader that know how to mold and reshape the character of his people.
