when I am changing the litter box my cat sticks his paw in as I'm pouring the new litter in and arranges it the way he wants it. Then as soon as I put away the bag of litter, he gets in and craps.
OOOHHHH it drives me crazy. Can't we EVER have a clean litter box? ha ha ha

Worse: we just got a 2nd cat this morning. The new guy is set up in the bathroom for the time being, with his food, bed, and sparkling clean litterbox in there.
We let him out for a bit, and the 1st cat snuck into 'his' bathroom, and very quickly dropped a load in his box...

Well, my cat never did this. really! I think, your cat is young? To me it seems, that he needs more play time. You know, the litter must be making a funny noise to him. Or he is just interested... If I was you, I'd try to play a lot more with him. Try to put the litter box somewhere else. Probably it confuses him. ...
If nothing works there's just one thing you can do. Whenever he does that, take some water and... well, I suppose he won't like that. But it's very effective, though... Hope I was a help

Its normal. However you do not need to change the whole box of litter, everytime the cat craps in. A small portion of the litter should harden around the crap which you can then scoop up and dispose off.
Ensure that the litter box is not small but atleast 15 -20 inches wide.

Sounds like my Seal Point Siamese. She can't stand a clean litter box. There's only one problem here, I have 3 litter boxes to change and I swear she saves some for each box. Also, I have my clean litter kept in a big bubbermaid container and if I'm not quick enough, she hops in it too! Darn cat!

Yes. My cat supervises litter box changing from start to finish and always goes in and does her business as soon as I finish. I think it's just a thing where she has to investigate and make sure it still "works". Also, I think she may be remarking the territory. Just let him be.

My cat does that, too. She will wait for me to finish changing the litter box (sometimes I have to shoo her out from under the falling litter as I pour it in!) and as soon as I'm done, she will use the box.
My previous cats also did this.
I don't have a clue as to why.

Many cats are very fastidious and won't go into a messy litterbox unless it's absolutely necessary. Your cat's probably been holding it in until he sees you changing it--especially if you change it on a general schedule. Then he uses the now-clean litter. Smart kitty!!

Yep all cat's do this! I am 58 years old and I have had cats all my life and I have never had a cat that didn't do this! Cats love clean Litter!
