Technically, yes. However, this isn't a good idea. In order for tile to adhere properly, it needs a proper surface (something rough, but flat. Tiling on top of tile won't be a good bond and it will only be a matter of time before the new layer starts popping off or cracking.
To make tile removal easier, there is a grout removal bit that you can put on the end of a Dremel tool. It will cut right through your existing grout. There are also big scrapers that will pop off a bunch of tiles with sufficient pressure. These are cheap to rent or buy and really the proper tool for the job.

you have to take the existing tiles down, then make sure the wallboard is in good enough shape to take a new set of tiles (if not, replace/repair).
Both removing tiles and putting new ones in is a hard, messy job. Be sure you have the time, ability and resource$.
