if it is in bin/cue format you could modify the cue file to make it a dvd file but easiest cheapest and simplest is to just use poweriso / magic iso or evem winzip and winace or any iso program to extract the file onto your harddrive there will be about 4 folders for a vcd then just use nero or even the built in windows burner to burn the files onto your dvd . hey presto no getting new software that your not used to and especially no long file conversion times.

It doesn't work that way. DVD uses MPEG2 while VCD use MPEG1. You will need to extract, transcode, then reauthor to Video DVD.
