I'm trying to upload a film and the file size is too big, so I'd like to break it up into 100 MB or 10 min segments. I'm using an iBook running Tiger.

iMovie can do that once you have it on your hard drive.

Once you have the movie in iMovie, move the arrow. (lower left side of the sreen window) It has the time starting at zero and going up as you move it to the right. Stop it at 10 minutes and under Edit, select Split video at playhead. Repeat until the whole movie is in 10 minute clips. Then export them to whatever you want.
