You can't. If this person was involved in a crime, you can call the police and they will handle it from there. Otherwise, private individuals are barred from obtaining DMV information from a tag # due to privacy and anti-stalking laws.

This is most famously due to the 1989 murder of actress Rebecca Shaeffer -- the man who shot and killed her had fraudulently obtained her personal information and home address from the DMV.
