If using loose tea - you really do need to have the water on the boil, and then let it 'brew' for 3-5 minutes (minimum), to allow the full flavour to develop; if you're using tea bags then water not too far off the boil is fine.

The hotter the water the better the strength of the tea. At sea level water boils at 100 Degrees Celsius.
If you live at 10000 feet above sea level, because the air pressure is less, the water will boil at a lower temperature.
If you went a 1000 feet underground the air pressure is greater so the water will be higher than 100 degrees when it boils.
The natives of Nepal in the Himalayas never have really hot water.

I am an old Scottish wifie and would rather die than use hot water. Heat your pot with boiling water, horse the tea in and leave to infuse, then enjoy. There is no mystery, just use good tea, either in bags or loose and go for it but you must use boiling water. If you have the cold like me just now, add a generous measure of whisky and sleep like a baby.

No you don't have to boil the water hot water is fine. However, it can be better to use boiled water because it helps with infusion and therefore makes a stronger cup of tea. If you don't like strong tea then no real benefit I guess.

You can use really hot tap water. But if you want to make a cup of tea you know will be germ free then boil you water first.

Unlike its brother cup coffee which can be disolved in lukewarm water tea has to be burn't by boiled water for its effect the hotter the water the better quality tea.!!! 2 sugars be round in 10 mins!! hahahaha

You have to use boiling water. Boiling water scalds the tea leaves which then releases the flavour and it is at its hottest - hotter than hot water.

Well I'm glad I don't employ you as my cha wallah love! You need to boil the water in order to get the tea to infuse properly. However very hot water is sufficient to make coffee.

You have to boil the water first, I think because it kill any germs in the water and years ago they didnt have really hot water like we do now and its just been past down in years to boil the water.

It depends on what kind of tea you are making....
Everyday, I take a green tea bag and put it into a room temp bottled water to get the antioxidants.
Some teas are cold brew.
