provide payment before dealth for such organs, or payment for kidneys, this puts you in a battle of right vs wrong, in some other countries(china) dealth row inmates organs are used, but i think most people do sign up weather or not their organs are used is another story, with americans living longer the organs that can be used are from early in life dealths, car accidents, etc..

Monetary reward. Or an opt out system (like in Holland, I think) where you are automatically listed as an organ donar but the option of opting out is made available

I understand that some people will die unless they do not receive transplants. But how does that make it a 'shortage'...? Don't you need yours just as badly...? Wouldn't you like someone to make sure you were dead before they took your organs...? Wait, let me re-phrase that....

Encourage more people to donate- advertising, leaflets etc., use more medical research like stem-cell to make organs, use organs from animals?!
