If you are worried about the 'spirit' content of the vinegar, it's NIL. There is no alcohol in vinegar.
As a home made alternatice to achieve a similar taste. Try a vinegar you normally use, mix with some cumin, corriander, TINY bit of cinnamon, garlic powder, soy sauce and mix into the meat whilst browning it.

Use an extra stock cube or two for a more tasty shepards pie. Herbs and spices will also help

Do you know that tomato puree gives a lovely richness and of course is healthier, as it is lower in salt. try it and see and use some mixed spices to pep it us and ENJOY. God you are making me feel hungry!! I have never used anything with vinegar for this food. Cinnamon is used in Middle East cuisine, but for us just try mixed spices like cumin etc.

you don't need either of those - it sounds like your'e using a cookbook aimed at novices who want to whack something out in a hurry. google for Shepherd's, (or Cottage Pie, if you use beef).
Cooking is about experimenting. try it, it's fun.

Marmite & as others have suggested oxos,can't go wrong with them, try a litle tomato puree, might sound odd to you but does work. But don't blame me!!! Enjoy!
