Do you have a DVD cd-rom drive in your dell computer?
If you don't then, the cd-rom will not be able to read it.
If you have then you can download a 'Divx player' from www.divx.com. Install the software and you'll be able to play most DVDs.

1. Make sure you have a DVD-ROM drive in your comp.
2. Download and install vlc:
http://www.videolan.org/vlc/
It is one of the best programs for playing any sort of audio\video files, is free, and open source.
