I guess he's a happy-go-lucky guy, since he loves to laugh!
Such a guy is pretty friendly type, and shouldn't be difficult for you to know him. Look at him often and when he looks at your direction, smile and look away. He'll start to notice you from now on. And when you happen to see him (anywhere), start to wave and say hi. Then tell him you are interested in getting braces too. :P Quite lame, but it gets you started with a conversation with him. the rest is history... Haha
